Project title: Consultants-: Institutional Effectiveness - Evaluation of the UNDP Strategic Plan, Global Programme, and Regional Programmes (2 Positions)

Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is carrying out an ‘Evaluation of the UNDP Strategic Plan, Global Programme, and Regional Programmes (2014-17)’ as part of the IEO medium-term plan (DP/2014/5) approved by the Executive Board in January 2014. This TOR is focused on the three component of Institutional effectiveness to be covered as part of the broader evaluation of the Strategic Plan, Global Programme and Regional Programme Evaluation.
The final report of the Strategic Plan, Global Programme, and Regional Programmes evaluation, along with a separate summary report on Institutional Effectiveness covering key findings, will be submitted for Board consideration at the 2nd regular session in September 2017.
IEO is commissioning 2 specialists to cover the following areas:

  • Higher quality programmes through stronger RBM;
  • Greater organizational openness, agility and adaptability; and
  • Improved management of financial and human resources.

 Duties and Responsibilities

Under the guidance and direct supervision of the IEO Evaluation Manager for IE and support from the evaluation research consultant, the institutional effectiveness evaluator will be responsible for the following tasks:

  • Further develop the evaluation plan of inquiry and prepare protocols for each method, tools and instruments of data collection, analysis and synthesis that will be used;
  • Conduct desk review and analysis of all relevant documents, including but not limited to all available surveys and evaluation, audit and financial reports (2014-2016) and prepare preliminary findings to be triangulated with field data collection;
  • Conduct field studies in at least 3 countries to collect data with various stakeholders and produce detailing report of field data collection and how the data analysis sustains or contradicts desk review preliminary findings;
  • Produce a final report with: i) triangulated findings; ii) key identified factors that contributed or hindered UNDP’s institutional effectiveness; iii) conclusions; iv) lessons learned and v) recommendations; and
  • Work in close collaboration with the other specialist, particularly in areas where there is cross cutting research and analysis.

While most of the assignment will be home-based it is expected that the consultant will conduct data collection in a few countries and may be required to attend meetings in New York in person or remotely.

Each will give a quick presentation of their personal highlights from the conference, and any themes they discerned across the conference. Interaction, questions and discussion will be encouraged! The seminar will be of interest to both those who did and those who did not attend the conference.

As part of the Knowledge and Innovation Division, this role provides technical advice to our country teams on the development of monitoring and evaluation (M&E) plans and systems that build evidence of what is working and support learning and program improvement. You will work to build the capacity of program teams to commission and use evaluations. You will also contribute to the development, roll-out and use of an agency-wide Program Results Framework, and systems to support the effective collection and dissemination of M&E data and findings across our programs.

To be successful in this role, you will have 2-3 years’ experience in program management, preferably in an international development context, and at least 2-3 years’ specialist experience in M&E. You will have demonstrated skills and interest in international public health and evaluation theory and methods. Critical to your success will be your pragmatic and flexible approach to working across different contexts, and excellent analytical and problem solving skills. You will possess strong written and verbal communication skills, with the capacity to synthesize and convey information to an audience whose first language is not English. Your ability to collaborate and engage a diverse range of stakeholders globally, maintaining an adaptable approach to accommodate a growing and changing environment will be crucial.

Position details: Australia is seeking a leading world expert in evaluation capacity building to act as a key interlocutor between the Australian Department of Foreign Affairs and Trade and the Myanmar Ministry of Education on an exciting new program – the Myanmar Education Quality Improvement Program (My-EQIP). My-EQIP focuses on building evaluation capacity, systems and culture in the education sector at the beginning of Myanmar’s transition to democracy and major development reforms. The Specialist will assist the Ministry of Education (MoE) to strengthen monitoring and evaluation systems and processes and provide high level advice on the progress of the national education reform agenda. The specialist will work closely with the MoE to field technical inputs from a leading innovation panel that will provide responsive, on-the-job technical assistance and capacity building to staff at national and sub-national levels to improve education quality.

WFP Office of Evaluation is seeking evaluation consultants in order to expand its pool of evaluation professionals from around the world and increase the level and quality of services provided to decentralized evaluations.

In order to commission independent evaluations, WFP Office of Evaluation hires either firms or individuals. This vacancy helps to identify individuals. Therefore, candidates who apply to this roster, must not be affiliated to a firm or organization. Successful applicants will remain in the roster for 12 months, and can be considered for individual consultancy contracts as Junior Evaluators, Evaluators, Intermediate Evaluators, Senior Evaluators or Team Leaders in Country Offices or Regional Bureaux.

The Principal Program Evaluator leads and manages complex and sensitive programs and legislative evaluations to achieve the Department’s strategic objectives within agreed timelines and budget. You would be responsible for stakeholder consultation and engagement, supervision of temporary research assistants, preparation of briefing notes and reports and ensuring that high level advice is effectively communicated to senior executive staff.

What are we looking for?

  • Must hold an Honours degree or equivalent in statistics, economics, epidemiology, psychology or another discipline with a strong statistical component.
  • Experience in program or policy evaluation

The AES SA Committee warmly welcomes all those interested in evaluation to our last seminar of the year. This seminar will provide insights into the niceties of evaluating and valuing artworks, followed by a social mixer to celebrate the end of the year. This event will be held at Peter Walker Fine Art in Walkerville.

As well as having his own gallery, Peter Walker is an evaluator for the Art Gallery of South Australia and approved to value the following items for the Australian Government's Cultural Gifts Program:

  • Australian and Australian related paintings
  • drawings
  • prints
  • sculpture
  • architectural drawings
  • manuscript maps and urban art from 1770, including pre 1850 Australiana
  • items of historical significance in wood, metal, bone and ivory (excluding furniture)

Peter will share his knowledge and experiences, and talk about how the various artworks in the Art Gallery of South Australia are evaluated and valued.

Peter Walker Fine Art specialises in the sale of early Australian paintings and items of historical interest, as well as contemporary art. Clients include major regional and state galleries, libraries and private collectors from around Australia and overseas. The premises consists of two galleries: the first is dedicated to art exhibitions, and the second to the sale of art, antiques and eccentricities.

The SA Committee has really enjoyed putting together the seminar series for this year, and we are looking forward to seeing you at this event. We will also be seeking your feedback on ideas for seminar topics in 2017.


Performance Management Specialist/Team Leader

Position title: Performance Management Specialist/Team Leader

Adam Smith International (ASI) manages the Laos-Australia Development Learning Facility (LADLF) for the Australian Department of Foreign Affairs and Trade (DFAT). Established in January 2014 the LADLF supports more effective and efficient implementation of Australia’s Aid Investment Plan (AIP) for Lao PDR which focuses on results in primary education, human resource development and trade development. The Facility works at the leading edge of performance management and is representative of DFAT’s emerging approach to ensuring high-quality oversight of aid programming in key recipient countries.

The Performance Management Specialist/ Team Leader (PMS/ TL) will lead the Facility and support DFAT with portfoliowide performance assessment and evaluative studies to inform management of the primary education, human resource development, aid-for-trade programs. The PMS/ TL will also support DFAT as it engages in evidence-based policy dialogue and economic diplomacy with the Lao PDR Government. They will be responsible for providing high quality analysis and advice to DFAT on performance assessment, program theory and contextual risks and opportunities across the AIP, while overseeing the delivery of LADLF outputs. The PMS/ TL will be required to communicate effectively to disseminate LADLF results, and foster a positive culture towards and understanding of the necessity for high quality, integrated performance assessment across the portfolio. The PMS/ TL will ensure the Facility delivers results in line with  DFAT objectives, lead annual planning and reporting procedures, and coordinate with the ASI Project Manager (based in Sydney, Australia) to ensure local financial and administration duties are well managed.

Pathways to Opportunity Evaluation

Project title: Pathways to Opportunity Evaluation
Company: Centre for Multicultural Youth

Pathways to Opportunity is a pilot program delivered by the Centre for Multicultural Youth (CMY) in partnership with AFL SportsReady. The program runs in the northern and western suburbs of Melbourne and seeks to support young people from refugee and migrant backgrounds to find meaningful work and workplace experience. The program has two years of funding from a coalition of philanthropic partners, the Lord Mayor’s Charitable Foundation, William Buckland Foundation and The R E Ross Trust.

CMY is commissioning an evaluation consultant / organisation independent of CMY to undertake an evaluation of the Pathways to Opportunity Program. The evaluation will assess program processes, outcomes for employers and participants and the cost-savings ratio, primarily in order to present these findings to government in a bid to secure future funding. Findings of this evaluation will also be used by CMY to improve the program and will be shared with key stakeholders including AFL Sports Ready and project funders. The estimated dates of the evaluation consultancy are January 2017 – February 2018. CMY has a budget of $30,000 allocated to this project, and the evaluator is expected to work within that budget.

This workshop is offered in partnership with Institute of Public Affairs WA(IPAA WA).

Program logic is a simplified model of expected cause-and-effect relationships between activities, immediate changes, intermediate outcomes and final outcomes. This workshop introduces the program logic concept and lays out a step by step process for creating a logic model. The workshop concludes with an overview of how this logic model can be used for program design and to be the spine of a monitoring, evaluation, reporting and improvement framework.

Course Outcomes

She understands the policy and program cycle and appreciates the role evaluation plays in this context. Carina is the current Managing Director of Clear Horizon WA and the AES representative for WA.
